The maximum total shelter
budget refers to the maximum amount available to pay for the total
cost of: rent, mortgage, taxes, utility cost, fire insurance, common
(condo) fees, and where appropriate between October and July, the cost
of energy for heat)
Note: If the monthly cost of energy for heat exceeds the maximum
shelter allowance, the actual cost of the energy for heat shall be
issued instead of the shelter allowance. (Reg 537 Sec 13 (4) 9)
